Do I need to be the Owner of a base to connect to miniExtensions?

You don't need to be the base owner. Any user with a creator access level can set up miniExtensions. Only one Airtable account is used to connect a miniExtensions workspace, so you will just need to make sure that that account has creator level access to all bases you need in miniExtensions!
